What stays in English, and why
Your buyers. A print-on-demand shop selling to US buyers needs English titles, tags and descriptions, because that is the language those buyers type into Etsy search. Etsy also asks you to pick a shop language you are comfortable using with buyers, and you "won't be able to change it later" (Etsy: opening a shop). Etsy Support can change an open shop's language only after you have translated your shop information and every listing (Etsy: shop language).
Etsy then handles other languages for you. Listings are machine-translated automatically, manual translations override the automatic ones, and you can switch automatic translation off in Shop Manager (Etsy translations).

How Turkish sellers still produce English listings
You do not have to write English copy from scratch. A listing run takes your design, renders the mockups, writes a buyer-intent title within Etsy's 140 characters, all 13 tags and a description, applies your template, and publishes to Etsy live or as a draft. Etsy allows titles "up to 140 characters long" (Etsy: creating a listing) and "up to 13 tags per listing", each with "up to 20 characters" (Etsy tags).
Some checks are built in, which matters most when English is not your first language and a mistake is hard to spot:
Titles say Custom or Personalized when the design is personalized.
Sample names in personalized designs stay out of the copy.
Fabric claims in the copy match the materials in your template.
A long-sleeve shirt is never called a "tee".
Etsy listing attributes are filled from the product.
